[PATCH v6 19/43] compat_ioctl: remove HCIUART handling

As of commit f0193d3ea73b ("change semantics of ldisc ->compat_ioctl()"),
all hciuart ioctl commands are handled correctly in the driver, and we
never need to go through the table here.
