[PATCH] 9p locks: add mount option for lock retry interval

The default P9_LOCK_TIMEOUT can be too long for some users exporting
a local file system to a guest VM (30s), make this configurable at
mount time.

This patch also has been in bugzilla for a bit over a year, and looks
fine to me.
I'll get it in linux-next around next week at the same time as the other
bz patch I sent recently after some testing, and will see with Razvan
(not sure how to call you in "short" version?) on how we fix comments
to it but can take are of that if required.
