At the very least, I think that BINPRM_FLAGS_ENFORCE_NONDUMP needs to
check capable_wrt_inode_uidgid too.  Otherwise we risk breaking:

$ gcc whatever.c
$ chmod 400 a.out
$ strace a.out
--
