[PATCH v2] MAINTAINERS: Add FPGA SUBDEVICES

Every FPGA has several subdevices in other subsystems.
The new FPGA subdevices section is necessary to ensure changes to
the subdevices files get reviewed within the context of the FPGA
subsystem.
