[PATCH] ext4: Get rid of unused DEFAULT_MB_OPTIMIZE_SCAN

After recent changes to the mb_optimize_scan mount option
the DEFAULT_MB_OPTIMIZE_SCAN is no longer needed so get
rid of it.
