[RFC-v2 1/2] ext4: Add ext4_ilock & ext4_iunlock API

This adds ext4_ilock/iunlock types of APIs.
This is the preparation APIs to make shared
locking/unlocking & restarting with exclusive
locking/unlocking easier in next patch.

Along with above this also addresses the AIM7
regression problem which was only fixed for XFS
in,
commit 942491c9e6d6 ("xfs: fix AIM7 regression")
