IMHO, EOPNOTSUPP makes sense to me.  From the man page of fallocate(2):

EOPNOTSUPP
      The filesystem containing the file referred to by fd does not
      support this operation; or the mode is not supported by the
      filesystem containing the file referred to by fd.
