DVB-T can be encrypted. Sweden does it for many channels, Denmark will
too next year.

Also Top-Up TV in the UK ( uses Nagra ), and Digitenne in the Netherlands ( uses Conax ).  Probably there are many other examples too.  The original OnDigital service in the UK was using Seca.
