Video and audio pid problems with dvb-t channels in Norway

Hi,

Just recently the national dvb-t net with mpeg4 opened here in Norway,
but the video and audio pid for me is always 0 after a scan.

I have a Hauppauge WinTV-HVR-1110 card and a compatible antenna (Cinergy
Antenna One) on Fedora 7 (kernel 2.6.22.5). I use w_scan to create the
initial scan file (see below) and after that I use scandvb to create the
channels.conf file (see below). It finds 41 services. 

But, as I wrote, I can't get any video or audio pid in this file (except
for two scrambled channels where I only get the audio pid). I've moved
the antenna around the apartment (windows/balcony) without any success.
The wiki says that the reason is probably weak signal, but AFAIK I have
almost straight view to the antenna. Also the scan completes very
quickly (like 10-15 seconds).

Could it be that they don't transmit this info or maybe they use some
new standard for dvb-t since they use mpeg4? Or am I doing something
wrong (not unlikely :-))?

Also, what tool can I use to find out if the signal is weak or not?
