It seems, that some budget cards aren't able to deliver i2c-interrupts. For testing, you can replace SAA7146_USE_I2C_IRQ
with SAA7146_I2C_SHORT_DELAY in budget-av.c. If you have a working card and a non working one, can you exchange this two
cards between its pci slots? It may be interesting whether it is a card or a slot specific problem.
