Turn both FEC_2_3 to FEC_AUTO.
Are you sure that the guard interval is 1/4? If the change above does not help
you change it to 1/32.

I've changed those parameters an tried again, but no luck.

You may consider to upgrade the tda10046 firmware to revision 29.

Firmware on this card is in an eeprom, so I think that I cannot update it.
I've tried to put dvb-fe-tda10046.fw file on /lib/firmware/, expecting
that this file could override the eeprom one when system is running,
but tda module loads always the eeprom firmware.
