Diseqc tuning - dvbtune vs scan vs szap

Ok I have 4 satellites connected to my Diseqc switch and I'm having some
issues tuning to the various channels. The switch inputs are as follows

1 - Universal LNB pointing at Optus B1/D1
2 - 11300 LO LNB pointing at NSS5
3 - 11300 LO LNB pointing at AMC23
4 - 11300 LO LNB pointing at Optus B3

The card I'm using is a SkyStar 2, and the switch is supposed to support
command sets upto Diseqc 2.0

Now I can tune to all of the satellites using dvbtune version 0.5,
allowing for the LNB offet as follows

dvbtune -t 1 -f 1883000 -s 22500 -D 1 -p v -m
dvbtune  -t 1 -f 1312000 -s 28352 -D 2 -p v  -m
dvbtune -t 1 -f 1392000 -s 6510 -D 3 -p v -m
dvbtune -t 1 -f 1225000 -s 30000 -D 4 -p v -m

Now using dvbscan/scan and an appropriate config file I can scan B1 and
NSS5 but not AMC23 or B3. I'm wondering if the switch is working correctly.

So any ideas what the problem is with scan as this also means szap
doesn't work which makes changing channels across the switches very hard.

Also does anyone know a way to embed the offset in the szap
channels.conf file for the LNB type, or should I just adjust the numbers
to pretend I have a 10600 LOF LNB.

These problems mean I can't get MythTV to handle the diseqc correctly.
