FC6 & Twinhan 1025, drivers won't compile

I upgraded my FC4 based PVR to Fedora Core 6.  It was rumored the DVB drivers for the Twinhan 1025 would be in the kernel (2.6.18), but it doesn't create a frontend, just a dvb0 device.  Here's what dmesg reports:

When I try to make drivers, I get the "linux/config.h not found" error:
