I have TT budget s1102 with stv0299 frontend and Philips tuner, and have this problem too (44950 MS/s has no lock).
I can post my subsystem id tomorrow only.
There are no big symbol rate transponders on 13e or 19e ...
I receive 80e.

Under Kernel 2.4 (linuxtv-dvb-1.0.1 package)I can tune the Transponder. I have also a Technisat Skystar 2.6, with this card I can tune the transponder under Kernel 2.6 (Suse10.1).

Don't know whether any developer can receive 22°W.
Are there any transponders with this symbol rate on 13°E or 19.2°E?
