Why not use an XML based format?

You'd have
* good tool and lib support
* a format that is manually well readable and writable
* great postprocessing possibilities (e.g. export to VDR) via XSLT
* the option to list /multiple/ transponders for a single channel; and
  could easily switch between different "logical subchannels" (e.g. in
  Germany we have public channels that have publicly regulated channels
  with a couple of local "versions"; the program itself is the same for
  90% of the time, though. Another example: SDTV vs. HD versions of the
  same channel)
* A new buzz-word for the marketing departement ;)
