Updated scan files for Canberra, Australia

Hi.  I've noticed people posting updates to the scan files here so I
thought I would do the same.  Attached is a replacement for the
au-canberra (hey don't we get a capital letter down under?) file in the
dvb-utils package.

There are supposed to be two other transmitters for this region, Woden
and Tuggeranong, but the site I use to obtain the frequency information
is now saying that there is only the Black Mountain transmitter
available.  Black Mountain is the only one I have tested anyway.
