I'm rather clueless when it comes to diagnosing such problems.

$ lspci -vvs
...
0000:02:09.0 Multimedia controller: Philips Semiconductors SAA7146 (rev 01)
	Subsystem: Siemens Nixdorf AG Fujitsu/Siemens DVB-C card rev1.5
	Control: I/O- Mem+ BusMaster+ SpecCycle- MemWINV- VGASnoop- ParErr- Stepping- SERR- FastB2B-
	Status: Cap- 66MHz- UDF- FastB2B+ ParErr- DEVSEL=medium >TAbort- <TAbort- <MAbort- >SERR- <PERR-
	Latency: 64 (3750ns min, 9500ns max)
	Interrupt: pin A routed to IRQ 21
	Region 0: Memory at feaff400 (32-bit, non-prefetchable) [size=512]

What does lspci say for your cards?

The "obvoius" thing to try would be to install Windoze on that box
and see if the cards work. But I can see why you want to avoid that...

You might also check if there is a BIOS update for your board,
or try booting with acpi=off.
