I don't think so. You need hotplug for either DVB-cvs (as you have), or
the DVB drivers in 2.6.10. DVB in pre-2.6.10 did not need hotplug.

I don't know then. Is your ipw2200 firmware also in
/usr/lib/hotplug/firmware?
