[PATCH 03/40] staging: comedi: ni_tio: tidy up some function declarations

Fix the whitespace in some of the function declarations to avoid
the ugly line breaks and fix a couple checkpatch.pl issues:

WARNING: line over 80 characters
WARNING: Unnecessary space before function pointer arguments
