Normally people start from 1 each time they send a patchset.  It is
nice to know if there are patches on the mailing list that need to be
applied before your current patch applies.

Definitely if the patches are already applied you can restart the
numbering.

I normally don't number my patches because they're not in sets and
can be applied in any order.
