Isn't this backwards?  I would think users would go to a website first,
while developers would go to a README first...

Good one. I noticed that most drivers that live outside the staging dir don't have a README at all. If I look at the README's in the staging dir, then the intended audience seems to meander between developers and users. Some READMEs have a todo section, most drivers have a separate TODO file.

The linux linuxwireless.org website has both sections for users and developers, this is something that I can take into consideration.

Greg, is the README primarily intended for developers ?
