[PATCH] staging: rtlwifi: remove unused RTLHALMAC_ST and RTLPHYDM_ST

Since nothing builds/depends on RTLHALMAC_ST and RTLPHYDM_ST, we could
remove them.
Furthermore, they are totally undocumented
