[PATCH RFC 3/6] kexec: export PG_offline to VMCOREINFO

Let's export PG_offline via PAGE_OFFLINE_MAPCOUNT_VALUE, so
makedumpfile can directly skip pages that are logically offline and the
content therefore stale.
