[PATCH] yama: clarify ptrace_scope=2 in Yama documentation

Current phrasing is ambiguous since it's unclear if attaching to a
children through PTRACE_TRACEME requires CAP_SYS_PTRACE. Rephrase the
sentence to make that clear.
