[PATCH RFC] input: add kAPI and uAPI kernel-doc stuff at the input book

Move the kAPI kernel-doc produced documentation to
Documentation/input and add uAPI documentation there too.

This is an RFC patch for discussions, meant to rise discussions
about where's the best place for kernel-doc includes.

It adds the uapi/input.h to the input documentation.

It also moves the kAPI documentation from driver-api to the
linux-input book. At least for me, this makes more sense
than before, but we need more discussions about what works
best.
