Explicitly disallow enabling mitigations at runtime for kernels that were built with CONFIG_SPECULATION_MITIGATIONS=n. Because more Kconfigs are buried behind SPECULATION_MITIGATIONS, trying to provide sane behavior for retroactively enabling mitigations is extremely difficult, bordering on impossible.
