[PATCH v7 11/25] dyndbg: tighten fn-sig of ddebug_apply_class_bitmap

old_bits arg is currently a pointer to the input bits, but this could
allow inadvertent changes to the input by the fn.  Disallow this.
And constify new_bits while here.
