I don't think that there is any one right answer.  Either of these
should be OK:

[PATCH] DocBook: genericirq fixes and updates
or
[PATCH] Documentation: update genericirq DocBook

and then I would Cc: Rob Landley, Andrew Morton, and Thomas Gleixner.
Often it's a subsystem maintainer who pushes these patches, not just
the documentation maintainer.

I also tend to be up to a week behind reading email... :)
