error with make pdfdocs

Today I wanted to generate a pdf of kernel-api document. I use make pdfdocs on
on 3.10-rc3, it first failed saying:
sh: /usr/share/xmlto/format/docbook/../fo/pdf: No such file or directory

Then I read that it might be a problem of xmlto, it's said that we have to
install xmlto-tex. After I install it, error still occur, log shows as follow:
