[PATCH 1/2] Documentation: USB: fix example bulk-message timeout

USB bulk-message timeouts are specified in milliseconds and should
specifically not vary with CONFIG_HZ.

Use a fixed five-second timeout in the "Writing USB Device Drivers"
example.
