I tried building pdfdocs and psdocs from the latest linux-git on two different machines, both running Debian Lenny and set to en_GB.UTF-8. Both machines gave me a corrupt umlaut in the documents; it looks like the typical "utf8-chars in iso8859 encoding"-glitch. If it works for you without the patch, then there might be some other setting in the environment which influences the output.
