[RFC v4 2/8] crypto: hisilicon/qm: Move few definitions to common header

Move Doorbell and Mailbox definitions to common header
file. Also export QM mailbox functions.

This will be useful when we introduce VFIO PCI HiSilicon
ACC live migration driver.
