[PATCH v2 18/25] selftests: tcp_authopt: Initial sne test

In order to trigger a seq or ack rollover create many connection in a
loop and check for a "high" value, then make a lot of traffic.

This relies on both TCP_REPAIR and TCP_REPAIR_AUTHOPT, making it unfit
for upstream.
