[PATCH 1/3] crypto: hisilicon/sec - add new skcipher mode for SEC

Add new skcipher algorithms for Kunpeng930 SEC:
OFB(AES), CFB(AES), CTR(AES),
OFB(SM4), CFB(SM4), CTR(SM4).
