[PATCH] crypto: hisilicon/hpre - delete ECC 1bit error reported threshold

Delete 'HPRE_RAS_ECC1BIT_TH' register setting of hpre,
since register 'QM_RAS_CE_THRESHOLD' of qm has done this work.
