I'm going through the pulls I've done to see if they get the proper
attention from pr-tracker-bot, and notice that the cifs pull requests
seem to not.

That seems to be because linux-cifs isn't being archived by
lore.kernel.org, and thus ends up not triggering the automation. You
could either cc lkml in your pull requests, or try to get the
linux-cifs list added to lore.kernel.org set of lists.

Or maybe you don't care. Regardless of the actual pr-tracker-bot
tracking, lore.kernel.org is nice in that it's a really _fast_ web
archive for mailing lists, and has (at least so far) been more
reliable for me than some other archives..

Quoting Konstantin about lore.kernel.org:

"The prerequisite for adding a list is collecting best-effort mail
archives -- the process is described on the following wiki page:

    https://korg.wiki.kernel.org/userdoc/lore
  "

Anyway, entirely up to you, of course. I'm still occasionally sneaking
a look at "which pull requests have I gotten that haven't gotten
automated acknowledgement emails", but I'll probably just stop that,
assuming that the trees that don't get them are not even interested.
