Why are you adding these flags? They aren't used anywhere in this
patch.

As a matter of good design too, I'm not sure I like enshrining
an optype into a flag since it doesn't tell you what that flag is
supposed to indicate. It's also quite version specific.

Instead of a adding these flags, consider instead adding flags that
more clearly indicate the behavior that you want these flags to
give you. For instance, a flag to make it ignore the credit limits in
some cases, or that allows you to dip into an "emergency pool".
