[PATCH 4/4] can: kvaser_pciefd: Add support for CAN_CTRLMODE_BERR_REPORTING

Add support for CAN_CTRLMODE_BERR_REPORTING,
allowing Bus Error Reporting to be enabled or disabled.
Previously, Bus Error Reporting was always active.
