ah... i must have overseen it.
The comment would be:
All registered ECUs are separately allocated and added to
the address cache. If interface is down, then it is assumed
that address cache is not valid and it make no sense to keep
this resources allocated.
		    
With this patch, address caches will be dropped
on interface DOWN event and all unused resourced freed.

I'll send new patch version next week. May be some more comment will
come.
