Bluetoothd clears temporary devices if they are not seen for 30 seconds. When controller offloading is enabled and SamplingPeriod is set to 0xFF, the controller sends only one advertisement report per device during the monitoring period. In such a case, don't remove the temporary devices if they are being monitored.
