This adds implementation of BT_HCI_CMD_LE_PERIODIC_ADV_CREATE_SYNC
generating BT_HCI_EVT_LE_PER_SYNC_ESTABLISHED and
BT_HCI_EVT_LE_PER_ADV_REPORT.
