Cannot get le-oob data while resolvable private addresses is enabled

Hi,
I have a question about pairing with OOB data and resolvable private
addresses. I am using Bluez 5.53.
My scenario is that I want to set the controller in LE only mode and
pair using OOB data. I get OOB data using le-oob command in btmgmt
tool (mgmt 0x003b 0x06) and it works fine.

When I enable privacy (mgmt 0x002f 0x01) then I cannot get LE OOB
(mgmt 0x003b 0x06) data. All the time, on different machines and BLE
chips I get Status: Rejected (0x0b).
Why is that? There are some limitations or is this a bug?
