Subject: cannot connect to btle device using bluez stack

i'm trying to connect to a btle device from linux but cannot do so
reliably with bluez. i can communicate with the device using an
android device but i get all manner of weird failure modes with
bluetoothd/bluetoothctl. what can i do to debug this?
