How to get this feature enabled?

After I ran:
btmgmt power off
btmgmt privacy on
btmgmt power on

The issue still occurs.

I can see that in mgmt.c's set_privacy(), HCI_PRIVACY is set and
HCI_LIMITED_PRIVACY gets cleared, do they roughly translate to LE Privacy 1.2
and LE Privacy 1.1, respectively?
