scan operation is active.  And hence the for any of the device found - Adv
report event will be notify to host by waking up the system.

As Luiz commented above, looks like there is active scan/passive scan must have
trigger the LE Scan operation. BT controller will not trigger any
active/passive scan by itself. 

Request you to please confirm was there any BT LE scan operation was triggered.
