This has also been observed in Fedora[0] starting with v4.13.15 - it looks like
the problem was introduced by
https://git.kernel.org/pub/scm/linux/kernel/git/torvalds/linux.git/commit/?id=fd865802c66bc451dc515ed89360f84376ce1a56
which was included in v4.4.100 and v4.9.64 as well.
