[PATCH v4 4/7] client: Add set-advertise-name command

This adds set-advertise-name which enables the use of adapter
name/alias in the scan response:

[bluetooth]# set-advertise-name on
[bluetooth]# advertise on

@ MGMT Command: Add Advertising (0x003e) plen 11

        Flags: 0x00000043
          Switch into Connectable mode
          Advertise as Discoverable
          Add Local Name in Scan Response
