hcitool will cause bluetooth to stop working on my computer if I give it a bad
low energy address, "hcitool lecc 123". 

After this command, I cant connect to any bluetooth devices (including normal
bluetooth devices). I tested this using a Jambox speaker. The command
eventually give the message "Could not create connection: Connection timed
out", but the problem persists. The problem goes away when I turn bluetooth off
and on again in system settings.

My bluez version is 4.101-0ubuntu25.
I use a Plugable bluetooth dongle because my laptop doesn't have bluetooth
built in.
