[PATCH v4 4/4] hci_bcm: Broadcom UART protocol enhancements

Merge Broadcom protocol with the existing implementation, providing:
	UART setup
	Idle suspend
	Suspend/resume upon platform suspend/resume
	Integration with the Broadcom platform device
	PCM configuration
