[PATCH v4] doc/adapter-api.txt: StartFilteredDiscovery method.

This patch proposes new method, StartFilteredDiscovery to D-Bus Adapter
API for desktop bluetoothd. It will allow for rapid discovery of nearby
devices that advertise services.
